US charges 'Reluctant Spy' author with leaking secrets to journalists

Former CIA officer John Kiriakou, author of 'The Reluctant Spy: My Secret Life in the CIA?s War on Terror,' faces up to 30 years in prison for allegedly disclosing classified information to reporters.

A former CIA officer who helped capture senior Al Qaeda operative Abu Zubaydah in Pakistan was charged on Monday with disclosing classified information to journalists, including the name of a covert US intelligence officer.

The case is unusual because it is an effort by the Obama administration to prosecute a former government official suspected of leaking sensitive information to the news media. Such cases are rare.

It also stands in contrast to the Justice Department?s decision not to seek criminal charges against intelligence officials who violated a court order and destroyed recordings of the harsh interrogation of high value terror suspects.

John Kiriakou of Arlington, Va., appeared in federal court in Alexandria, Va. and was ordered released on a $250,000 bond.

Mr. Kiriakou, author of the book ?The Reluctant Spy: My Secret Life in the CIA?s War on Terror,??served in the Central Intelligence Agency from 1990 to 2004. He is accused of providing classified information concerning the identity or activities of two intelligence officers to at least three journalists.

The journalists are not identified by name in court documents, but an affidavit suggests that Kiriakou was a key source for a June 2008 New York Times article written by Scott Shane.

If convicted, Kiriakou faces up to 30 years in prison and $1 million in fines.

?Safeguarding classified information, including the identities of CIA officers involved in sensitive operations, is critical to keeping our intelligence officers safe and protecting our national security,? Attorney General Eric Holder said in a statement.

?Today?s charges reinforce the Justice Department?s commitment to hold accountable anyone who would violate the solemn duty not to disclose such sensitive information,? he said.

Kiriakou is charged with one count of violating the Intelligence Identities Protection Act for allegedly revealing the identity of a covert official. He is charged with two counts of violating the Espionage Act for allegedly revealing that a particular CIA official was associated with the agency?s secret rendition, detention, and interrogation program.

He is also charged with lying to the CIA?s publications review board for trying to publish classified information in a submitted manuscript by falsely claiming that he?d simply made the information up.

Prior to publication of "The Reluctant Spy," Kiriakou was required to submit the manuscript for review to ensure it did not include classified information.

Prosecutors say Kiriakou tried to ?trick? the review board into allowing publication of a detail of how US officials were able to locate and arrest Abu Zubaydah. The book said the CIA in Pakistan used an electronic scanner that allowed officials to track and pinpoint the location of a working mobile phone. Kiriakou called it a ?magic box.?

Rwanda war-crimes suspect deported (AP)

MONTREAL ? A Rwandan man has been deported from Canada for allegedly helping incite Rwanda's 1994 genocide.

Leon Mugesera was taken to an airport in Montreal by Canadian border-services agents and Rwanda's Foreign Minister Louise Mushikiwabo later confirmed in a twitter account note on Monday that he had left on a plane bound for Kigali, Rwanda's capital. Canadian officials did not comment.

Mugesera, 59, had been living in Canada for nearly two decades and was wanted in Rwanda on charges stemming from the 1994 massacre.

A former Rwandan political operative, Mugesera delivered a fiery anti-Tutsi speech in the leadup to the 1994 genocide. In that 1992 speech, he referred to Tutsis as "cockroaches" and called for their extermination.

He is among the first Western refugee claimants to be sent back to face charges.

Democrats get to break up GOP sand sculpture in SC (AP)

MYRTLE BEACH, S.C. ? In South Carolina, it's not just Republicans who have been bashing each other lately. Local Democrats picked up pink shovels and took a whack at a sand sculpture of six GOP hopefuls that had been erected at Myrtle Beach.

With the South Carolina primary over, a Democratic women's group used pink shovels Monday to begin dismantling the sand sculpture depicting the Republican contenders. The sculpture was a prominent feature of the GOP debate Jan. 16 and took more than 700,000 pounds of sand to make.

A bulldozer finished the demolition job Monday as the women in yellow hard hats cheered. The sand is to be recycled into future sculptures.

The women won the right to demolish the sculpture after making a donation to a local crime-fighting cause.

UK nuclear subsidies 'unlawful'

Green energy campaigners are attempting to block new nuclear power stations in the UK by complaining to the European Commission that government plans contravene EU competition regulations.

They say financial rules for nuclear operators include subsidies that have not been approved by the commission.

These include capping of liability for accidents, which they say at least halves the cost of nuclear electricity.

The government says it is confident that policies do not provide subsidies.

The complaint, by the Energy Fair group, also says that the UK's carbon floor price and feed-in tarriffs amount to state aid for the nuclear industry.

State coffers would also have to meet cost overruns on nuclear waste disposal, they argue.

Dorte Fouquet of the German legal firm BBH, who drew up the complaint, said that EU energy policy was based on having an open market with a level playing field.

"The commission has repeatedly underlined that distortion of the market is to a large extent caused by subsidies to the incumbents in the energy sector," she said.

"This complaint aims to shed some light on the recent shift in the energy policy of the United Kingdom where strong signals point to yet another set of subsidies to the nuclear power plant operators."

Last year, a committee of UK MPs also said that the government was subsidising nuclear power, despite promises that it would not.

It sees the construction of about eight new reactors within a decade as essential for meeting climate change and energy security goals.

Although most of the complaint concerns the UK, some of its ingredients would apply to other EU nations as well, especially the capping of nuclear liability.

Estimates prepared for Energy Fair suggest that if operators had to buy insurance at the market rate, that would add at least 14 euro cents (12p) to the price of one kilowatt-hour (kWh) of electricity - and potentially 20 times that figure.

With electricity in the UK retailing around 12p/kWh, that would mean at least a doubling of the price.

Campaigners have repeatedly said down the years that all nuclear programmes are in fact underwritten by the state whether they are government-owned or private, because the clean-up costs from major accidents are enormous and the companies involved are considered "too big to fail".

Current UK proposals call for the operator to be liable for the first ?1bn of cost from any accident.

This is about a seven-fold increase on previous levels, but still a long way below the costs of a disaster such as the one that befell the Fukushima Daiichi plant in Japan last year.

That has left the plant's owners, the Tokyo Electric Power Company (Tepco), facing a bill of multiple billions of dollars and reliant on state support - and perhaps eventual state ownership - to survive.

From a uniquely UK perspective, Fair Energy is focussing on elements of the Electricity Market Reform package that the Department of Energy and Climate Change (Decc) released last year.

"The introduction of a carbon price floor is likely to result in huge windfall handouts of around ?50m a year to existing nuclear generators," said Caroline Lucas MP, leader of the UK Green Party.

"Despite persistent denials by ministers, it's clear that this is a subsidy by another name, which makes a mockery of the Coalition pledge not to gift public money to this already established industry."

A Decc spokesman said the government's policy of no subsidies for nuclear, established in 2010, still stood.

"We are confident that our proposals to reform the electricity market to incentivise all low carbon generation are entirely consistent with that policy of no subsidy," he said.

The European Commission could take up to 18 months to consider the complaint. A finding in Fair Energy's favour could potentially derail the UK's nuclear expansion plans - and those of other countries.

Scientists Call for 60-Day Suspension of Mutant Flu Research

As controversy rages around the scientists who created mutant strains of the H5N1 avian influenza virus, leading flu researchers have called for a 60-day voluntary pause on such work. The call comes in a statement jointly published today in Nature (R. A. M. Fouchier et al. Nature 481, 443; 2012) and Science.

On 20 December, the United States government ? acting on advice from the US National Science Advisory Board for Biosecurity (NSABB) ? asked both journals to publish only the main conclusions of two flu studies, but not to reveal details "that could enable replication of the experiments by those who would seek to do harm" (see 'Call to censor flu studies draws fire'). The journals and the authors have agreed to this redaction, on the condition that a mechanism is established to disseminate the information to legitimate flu researchers on a need-to-know basis.

The US government, the World Health Organization (WHO) and other bodies are now frantically trying to put together this mechanism, along with a framework for international oversight of such research. The signatories of today's statement, including the key authors behind the controversial research, say that the pause is intended to allow time for this discussion. "We realize that organizations and governments around the world need time to find the best solutions for opportunities and challenges that stem from the work," they write.

The scientists add that they intend to organize an international forum to debate the risks and benefits of the research. "We recognize that we and the rest of the scientific community need to clearly explain the benefits of this important research and the measures taken to minimize its possible risks," they write.

"Scientists need to have their voices heard in this debate," says Yoshihiro Kawaoka of the University of Wisconsin-Madison, lead investigator on the paper submitted to Nature and a signatory of today's statement. "We hope that by having a calm and reasoned discussion of the facts, scientists and biosecurity experts can reach a better understanding and find ways to enable the research to go forward while minimizing risks."

Bioterrorism is just one potential risk of such research. More worrying to some researchers is that if a mutant virus were to accidentally escape from the lab, it could cause a H5N1 pandemic. The authors of the statement say that they hope to "assure" the public that the viruses are in safe hands in secure containment facilities. Such research is currently classed as requiring biosafety level 3 (BSL-3) enhanced containment facilities, but many scientists argue that it should be done only in BSL-4 labs, which have the highest biosafety rating (see 'Fears grow over lab-bred flu').

"I am very much in favour of having a pause," says Anthony Fauci, director of the US National Institute of Allergy and Infectious Diseases (NIAID). He concedes that the length of the pause is not long, but that researchers were concerned about having an open-ended moratorium. "60 days as a start I think is reasonable, and after 60 days we will re-evaluate it," he says.

"The pause is welcome in the sense that hopefully it will relieve some of the immediate urgency in terms of trying to chart a course forward," agrees Michael Osterholm, who heads the University of Minnesota's Center for Infectious Disease Research and Policy in Minneapolis, and is a member of the NSABB.

Google revenue down, Android can help (Appolicious)

Google's revenue was lower than expected during the final quarter of 2011, but some of the company?s other initiatives continue to grow and show promise. One of those initiatives is Android, Google?s mobile operating system that?s become a global, unstoppable force. Google CEO Larry Page revealed that over 250 million Android devices have been activated worldwide, with more than 11 billion apps downloaded from the Android Market. That?s an increase of 50 million activations since November, and just weeks after Google celebrated 10 billion app downloads in December with a 10-day sale.

Though Google delivered some of their first disappointing quarterly results in a while, with ad prices and shares dropping in a weakened market, the company looks to outlets like Android and Google+ to grow and maintain dominance in mobile and personalized search. Google reported net revenues of $8.13 billion, less than Wells Fargo?s pessimistic prediction of $8.31 billion. Google?s per-click rate is down 8 percent, and the amount Google pays to its partners to acquire this traffic is up 18 percent. Some say Google?s push for improved searches has affected its cost-per-click numbers.

Lawsuits are telling of Android?s true costs

One thing we don?t get to hear during Google?s earnings call is Android revenue, though a recent report from Oracle offers some insight as to the value behind Google?s mobile ecosystem. Android could be worth $10 million annually in mobile ad revenues, totaling $3.65 billion a year overall, according to Oracle. The figures come from Oracle?s latest submission to the court in conjunction with its ongoing lawsuit against Google. That?s not including direct revenues earned from the Android Market. And without Google revealing any numbers itself, there?s no way to fully confirm Oracle?s figures, especially since they?re not saying how they reached this conclusion either. However, free and open source software advocate Florian Muller guesses that Oracle?s assuming $14 of ad revenue per Android user, per year.

While Oracle drums up more headlines while their case against Google awaits trial, a German court has ruled against Samsung in a patent suit against Apple. The latest update in this ongoing battle pertains to the 13 patents currently in question in Germany, though the ruling only relates to one of these patents. This particular case covers three mobile technology patents Samsung claims Apple?s infringed, and the German court will decide on the other two patents later this month and in March. Samsung is disappointed with the German court?s rulings, but has not said whether it will make an appeal.

Blast in southeast Turkey kills 1, wounds 27 (AP)

ANKARA, Turkey ? An explosion apparently targeting a police car killed one civilian and wounded 27 people, including seven police officers, in a mostly Kurdish city of Turkey on Thursday, an official said.

The private Dogan news agency said police had to use tear gas to disperse an angry crowd that gathered at the scene of the blast in the city of Hakkari.

No one immediately claimed responsibility for the explosion, but Kurdish rebels who are fighting for autonomy in the region have used roadside bombings against military and police vehicles there in the past.

Gov. Muammer Turker told Turkey's state-run Anadolu Agency that the explosion occurred on a busy street in the southeastern city as the police vehicle was driving by.

The blast wounded a total of 28 people, including seven policemen, and one of the civilians died at the hospital, Turker said.

TRT, Turkey's state-run television, said the explosion was caused by a roadside bomb targeting police. The pro-Kurdish news agency, Firat, said the explosion was caused by a bomb that formed a large crater on the ground and shattered the surrounding buildings' windows.

Kurdish rebels, who belong to the Kurdistan Workers' Party, have been branded as terrorists by the U.S. and the European Union. Tens of thousands of people have died during their battle for independence since 1984.

Housing sales rising; Southern California markets still sluggish

A December jump for home sales is certainly not bad news for Southern California real estate markets, but not necessarily a sign of an energetic resurgence in either sales volumes or prices.

"We're doing extremely well, but I don't think the market is doing that well," said Darryl Spellacy, owner of San Bernardino-based Spellacy and Associates Realtors. "It is moving, but it is moving very slow."

Spellacy said his own confidence stems from nearly four decades' worth of contacts at his firm leading to referrals and repeat business. In a broader sense, however, he is not counting on any dramatic upswings this year for Southern California real estate.

His view of a still-sluggish housing market roughly mirrors the analysis at DataQuick Information Systems, a La Jolla-based company that tracks real estate values.

The word from DataQuick is that the real estate markets often jump a bit from November to December because investors try to close deals before year's end.

Taking that into account, the marketplace is still affected by many of the conditions that existed last year, such as the relative difficulty for buyers to obtain credit and investors purchasing homes at the low end of the price spectrum. That does not mean, however, that prices are destined for a fall.

"Some of the economic vital signs have improved lately and it's sparked a renewed sense of optimism in housing circles," DataQuick President John Walsh said in

a statement. "Coupled with incredibly low mortgage rates, it certainly suggests that 2012 might offer the rock bottom for pricing that many buyers and sellers have been looking for."

"But the housing drama isn't over," he said. "Credit conditions remain horrible, leaving many unable to take advantage of today's improved affordability. And lenders must still decide the fate of scores of borrowers who aren't making their mortgage payments."

DataQuick and the California Association of Realtors both released sales and price data on Tuesday.

The Realtors' report was somewhat more optimistic, as the trade group's analysis emphasized that its tally of sales volumes has increased for three straight months, and prices increased in November and December.

"Robust sales over the past few months signal the housing market is treading above water on its own in the first full year without government stimulus that has helped housing in the past couple of years," LeFrancis Arnold, president of the California Association of Realtors, said in a statement.

DataQuick's raw numbers show about 19,200 Southern California houses and condos sold in December, a 14 percent increase from November's sales volumes.

That number, however, was 1.4 percent smaller than December 2010's sales volume.

Home prices also fell on a year-over-year basis. In San Bernardino County, median December prices dropped 1.3 percent to $150,000.

In Los Angeles County, prices fell 7.6 percent to $305,000.

Unlike DataQuick, the Realtors group does not count brand new homes that are being sold to their first-ever owner. That leads to its numbers being slightly different from DataQuick's, which reflect the difficulty builders have had in selling new product.

The Realtors' numbers show that in December, San Bernardino County sales volumes grew nearly 8 percent from November's levels and also increased 4 percent from December 2010 levels.

San Bernardino County median prices also came in at about $128,000, down 5 percent from November. That number is also 4.7 percent down from prices one year prior.

In Los Angeles County, sales volumes climbed nearly 15 percent from November to December, but fell 4.6 percent below December 2010 levels.

Los Angeles County prices hit a median of close to $307,000. That number signifies a month-to-month increase of 5.4 percent, but a year-over-year decrease of 6.5 percent.

Cigna, TTK Group form JV to sell health insurance products in India

US-based health insurer Cigna and the Indian conglomerate TTK Group have formed a joint venture (JV) to sell health insurance products across India.

The JV, which will focus on insurance and related services in the health sector, will be named Cigna TTK and will be headquartered in Mumbai.

Cigna's Sandeep Patel, who is managing director of the subsidiary Cigna Health Solutions India, will be CEO of Cigna TTK.

Patel will be responsible for managing all aspects of the JV's business, including developing and deploying a suite of products and services, that include individual private medical insurance, supplemental health and accident products, and health benefits for expatriates.

Patel, who joined Cigna in 1998, has been involved in the expansion and management of Cigna's business in the Middle East region.

The JV is still pending approval by India's regulatory authorities and is expected to start operations in 2013.

Brian Williams rips Lana Del Rey in email to Gawker (Reuters)

LOS ANGELES (TheWrap.com) ? Brian Williams won't be buying Lana Del Rey's next album.

In an email to Gawker chief Nick Denton, the NBC Nightly News anchor slammed Del Rey's "Saturday Night Live" performance last weekend as "..one of worst outings in SNL history."

Denton promptly plastered Williams' email on his site -- ruining NBC PR's Martin Luther King Day and sending them scrambling to scrub the internet for traces of the newsman's blunt remarks.

A flak for the network pressed the gossip hub to take down the missive, writing, "That was sent in confidence as friends and absolutely never intended to be public. A speedy removal would go a long way in maintaining the trust and respect we have for your site."

So far, Gawker appears to have ignored the request -- beyond posting it alongside Williams' message for the world to see and enjoy.

It was impolitic, but Williams was only repeating the critical consensus when he skewered the internet sensation's off-key belting.

Perez Hilton, for one, tweeted "Just watched SNL. Not only was @LanaDelRey vocally WAY off, but watching her utter lack of stage presence was cringe-worthy. #DontBuyTheHype."

However, in ripping Del Ray, Williams was also criticizing his own network and his profane communique was informal in a way that is wildly at odds with his well-coiffed, stentorian voiced persona.

Williams doesn't exactly drip with gravitas when he writes, "In my humble opinion as a loyal customer (you know I love you but the Blog View button will be the eventual cause of my death) and while I know you're in the midst of an editor change, weekends have been allowed to go awfully fallow - and it was a fallow holiday period for those of us who check your shit 10 times a day by iphone."

Truck accident in Haiti's capital kills at least 26 (Reuters)

PORT-AU-PRINCE (Reuters) ? A truck loaded with rubble from Haiti's earthquake two years ago killed at least 26 people and injured 57 others after its driver lost control of the vehicle in a hilly area of the impoverished Caribbean nation's capital, authorities said on Tuesday.

The accident came less than a week after the second anniversary of the quake that killed roughly 300,000 people and leveled much of the capital Port-au-Prince.

"Between 26 and 30 people have been killed and 57 injured. We are looking for the driver," said Highway Police chief Will Dimanche after the accident in the Delmas district of the city late on Monday.

"Witnesses say he (the driver) jumped from the truck after hitting the first obstacle but we'll find him anyway," said Dimanche.

The truck sped down a divided two-lane roadway and plowed past parked cars, motorcycles and mopeds. There were no immediate reports about the cause of the accident but speculation centered on brake failure in the rubble-laden vehicle.

Just over half of the piles of concrete, steel and other debris littering Port-au-Prince and its surrounding areas has been cleared since the earthquake that devastated the city on January 12, 2010.

Alvarez Enparantza, an ETA founder, dies in Spain (AP)

MADRID ? One of the founders of Basque separatist group ETA, Jose Luis Alvarez Enparantza, has died at age 84.

Alvarez participated in ETA's creation in 1958 and 20 years later helped form Herri Batasuna, the group's political wing.

He was born Sept. 27, 1927 in San Sebastian and was also a linguist and writer. His work "Leturiaren Egunkari Ezkutua" is regarded as the first modern novel written in Basque.

Alvarez, who believed his native culture could best survive in an independent Basque nation, was elected senator for Batasuna in 1979 and also ran for the Senate in 2008 for Basque Nationalist Action. Basque newspaper Gara, a traditional mouthpiece for ETA, says Alvarez died Saturday.

'Bootylicious' fly named after Beyonce

Beyonce may be one of the biggest pop divas out there, but she isn't the only diva with that name. A previously unnamed species of horse fly with a glamorous golden rear end has been named Beyonce because it is the "all-time diva of flies," researchers say.

Bryan Lessard, a researcher from Australia's Commonwealth Scientific and Industrial Research Organization, is responsible for officially describing the fly and naming it Scaptia (Plinthina) beyonceae, according to the Australian National Insect Collection.

Beyonce isn't the first celebrity to be honored with her own species. Traditionally named after scientists involved in their discovery, organisms have also been linked to the likes of Harrison Ford, Matt Groening (creator of "The Simpsons"), Mick Jagger and other celebrities, including a beetle named after Roy Orbison.

Gold and bold
The rare Scaptia (Plinthina) beyonceae species of horse fly was collected in 1981 (the year that Beyonce was born) together with two other previously unknown specimens from northeast Queensland's Atherton Tablelands.

The singer Beyonce, on the other hand, was a member of the group Destiny?s Child, which recorded the 2001 hit single "Bootylicious." The fly got its booty-ful name from its extreme diva feature: a big gold butt.

"It was the unique dense golden hairs on the fly's abdomen that led me to name this fly in honor of the performer Beyonce as well as giving me the chance to demonstrate the fun side of taxonomy ? the naming of species," Lessard said in a statement.

Horse flies like the newly named one play an important role in ecology by pollinating plants. "Horse flies act like hummingbirds during the day, drinking nectar from their favorite varieties of grevillea, tea trees and eucalypts," Lessard said.

Lying in wait
The Beyonce fly is one of five detailed in Lessard's paper, published in the online version of the Australian Journal of Entomology in August and announced on Friday. This discovery has doubled the number of known species within the Scaptia (Plinthina) subgenus and extended the known distribution of Scaptia into the Northern Territory and northwestern Australia, where they were not previously thought to exist.

"Most Australian Scaptia species have been described, however, these five 'new' species of a subgroup (Plinthina) have been housed in Australian collections since the group was last studied in the 1960s," Lessard said.

UK spies won't face criminal charges for torture (AP)

LONDON ? Agents working for Britain's spy agencies won't face criminal charges over their alleged complicity in the mistreatment of former Guantanamo detainees, the country's top prosecutor said Thursday.

They may, however, still face civil action from victims who say the British government passed on information about them to their foreign captors accused in their mistreatment. None of the British agents were accused of directly torturing or mistreating detainees.

Prosecutors have been investigating allegations of ill treatment of detainees who eventually were sent to the U.S. prison in Guantanamo, Cuba. Most of the torture allegations come from terror suspects who were either initially held in Pakistan and Afghanistan, or sent to other countries such as Morocco for interrogation.

Police and the Crown Prosecution Service said if more evidence came to light, criminal investigations could be reopened.

A separate inquiry into British complicity in torture, intelligence sharing and the extraordinary rendition of terror suspects is set to begin now that the police and prosecutors have said there is insufficient evidence to bring criminal charges.

Britain has already made payouts to 16 former detainees at Guantanamo. Among those alleged to have been part of the settlements were Binyam Mohamed, Bishar Al Rawi, Jamil El Banna, Richard Belmar, Omar Deghayes, Moazzam Begg and Martin Mubanga.

Jan. 10 (Bloomberg) -- General Motors Co. and Ford Motor Co. reported record car sales in China last year, outpacing Japanese rivals hurt by production disruptions from the March 11 earthquake and Thailand?s floods.

Deliveries to Chinese dealers climbed 8.3 percent from a year earlier to 2.55 million vehicles, Detroit-based GM said in a statement yesterday. Ford said its sales grew 7 percent to 519,390 units. Toyota Motor Corp., Japan?s biggest carmaker, said last week that China sales rose last year at the slowest pace since at least 2004 and Honda Motor Co. yesterday reported its first ever annual decline in deliveries in the country.

GM, which received a $50 billion bailout from the U.S. government in 2009, sold an average of one car or truck every 12 seconds in the world?s largest car market last year as it started a five-year rollout of more than 60 new and upgraded models in China. Japan?s earthquake and tsunami affected suppliers for many Japanese automakers, with many also shutting plants in Thailand after the worst flooding in almost 70 years.

?It?s clear that Detroit is undergoing a resurgence even as the Japanese automakers grapple with a terrible 2011,? Ashvin Chotai, London-based managing director for Intelligence Automotive Asia, said in a telephone interview. ?In China, GM and Ford have been fairly aggressive with new models.?

China Sales

Industrywide deliveries for 2011 may have risen 3 percent to 5 percent, the least in 13 years, according to the China Association of Automobile Manufacturers, which is scheduled to release annual figures this week. Sales growth slowed after the central bank raised borrowing costs to tackle inflation and the government phased out subsidies, rebates and a sales tax break on vehicle purchases.

GM expects growth in China this year to be similar to last year because the company has ?a lot of of launches,? Tim Lee, president of international operations, said today during an interview at the North American International Auto Show in Detroit.

Changes made by the government to influence automotive investment in China will probably be ?no big deal,? he said.

Last month, China said it will end a seven-year policy to encourage foreign investment in the automotive manufacturing industry on Jan. 30 to allow for ?healthy development.? The announcement comes two weeks after the country said it would impose anti-dumping duties on some vehicles imported from the U.S. after failing to block a U.S. tariff on Chinese tires.

Regaining Lead

The record China deliveries for the American carmakers add to the best year for U.S. industry auto sales since 2008, when GM and Chrysler Group LLC sought U.S. bailouts. GM, Ford and Chrysler all gained share in 2011, ending the year controlling a combined 47.1 percent of the U.S. market, up from 45.2 percent in 2010, according to Autodata Corp., a Woodcliff Lake, New Jersey-based research company.

GM also reclaimed the top spot in world vehicle sales from Toyota last year, which it fumbled away to the Japanese carmaker in 2008 as the Detroit giant careened toward bankruptcy.

The George W. Bush administration provided GM with cash, starting with $4 billion on Dec. 31, 2008, that kept the automaker solvent until the Obama administration could manage the 2009 bankruptcy.

GM?s stock has risen 13 percent this year in New York trading, compared with an 8.8 percent gain for Ford. Toyota has advanced 2.9 percent in Tokyo trading, while Honda?s shares are up 4.5 percent.

Doubling Deliveries

In China, GM aims to double deliveries to 5 million units by 2015, and plans to focus on expanding its luxury car brand Cadillac and its sport-utility vehicle lineup.

Shanghai GM, the U.S. carmaker?s sedan venture with SAIC Motor Corp. that produces Buick and Chevrolet-brand cars, boosted full-year sales 16 percent to 1.2 million vehicles. In 2010, GM sales in China climbed 29 percent to 2.35 million units.

?GM stayed ahead of the competition despite a slowdown in the growth of industry demand thanks to our broad portfolio of appealing vehicles,? Kevin Wale, GM?s China president, said in a statement.

In response to slowing demand for mini commercial vehicles, GM cut the price of its Wuling Sunshine light trucks, which retail at about $4,400, from May. The automaker also rolled out its local sedan brand Baojun to target first-time buyers in inland provinces and less developed cities.

Ford, which is adding four new plants in China with its partners, posted a 25 percent increase in sales of its Mondeo sedan last year, while deliveries of the Focus hatchback rose 10 percent in the country, according to a company statement. Sales at Jiangling Motors Corp., its commercial vehicle venture, rose 9 percent to 194,588 units in 2011.

?Sustainable Growth?

?Ford is on track to deliver on its promise to bring 15 new vehicles to China by 2015,? David Schoch, chairman and chief executive officer of Ford Motor China, said in the statement. ?Ford expects sustainable growth moving forward in China.?

Honda?s sales in China fell 4.5 percent last year to 617,764 units, the company said in a statement. The March earthquake in Japan resulted in a parts shortage that affected production in China, Zhu Linjie, a Beijing-based spokesman for the carmaker, said by telephone.

Study tracks booze?s buzz in the brain

Morphinelike chemicals released in both heavy and moderate drinkers

A shot of high-octane booze causes the brain to pump out some of its own version of morphine, a new study finds. If confirmed, the results may help explain why drinking the hard stuff feels good.

Many animal studies have found that alcohol can cause release of feel-good endorphins in the brain, but the new brain scan study, which appears in the Jan. 11 Science Translational Medicine, is the first to show the effect in humans and to home in on where the effect occurs.

Knowing exactly where alcohol causes its effects brings scientists closer to developing drugs that could that block the ?high? that alcohol brings without unpleasant side effects, says study coauthor Jennifer Mitchell of the Ernest Gallo Clinic and Research Center in Emeryville, Calif., and the University of California, San Francisco.? ?I really think we?re close,? she says. ?There?s a lot of hope.?

Mitchell and her colleagues studied 13 heavy drinkers (10 to 16 drinks per week for women, and 14 to 20 for men) and 12 moderate drinkers (fewer than five drinks a week for women, and fewer than seven for men). To get a sense of how many endorphin-detecting proteins were in the participants? brains, the team injected a radiolabeled chemical that latched onto the detectors ? a signal picked up with a PET scan.

?After an initial scan, the team brought out the cocktails.

Each participant downed a shot of extra-potent, lab-grade alcohol mixed with juice. The drink was strong enough to raise blood alcohol levels to about 0.5 with a single dose. (Because the participants had to lie still in the scanner for several hours with no possibility of a bathroom break, the researchers wanted to minimize the volume of liquid.)

The participants then underwent a second scan. The same radiolabeled chemical was injected, but this time, some of the sites in the brain where it had originally bound were already occupied by the brain?s endorphins, which had been released after the drink. The brains of both the heavy drinkers and the moderate drinkers showed similar boosts in endorphin levels.

?Our results were a bit unexpected,? Mitchell says. ?We didn?t see a big difference.? In both groups, endorphin release was prominent in a region called the nucleus accumbens, a pleasure center in the brain. The authors also found evidence implicating another region in the front of the brain called the orbitofrontal cortex, which is thought to help process rewards.

The results need to be confirmed in larger studies with more carefully selected participants, says psychiatrist Raymond Anton of the Medical University of South Carolina in Charleston. ?People with alcohol use disorders are drinking probably twice as much as these heavy drinkers,? he says. Also, Anton believes the data are insufficient regarding the orbitofrontal cortex?s involvement.

The amount of endorphins released after a drink seemed to correlate with how good the drinker reported feeling on a questionnaire. This finding complements a recent study by University of Chicago researchers, who found that in heavy drinkers, the pleasure derived from alcohol predicted levels of alcohol abuse, says psychiatrist and addiction researcher Henry Kranzler of the University of Pennsylvania in Philadelphia.

Ultimately, the results need to be replicated in real-world situations, Kranzler says. ?We don?t care about what happens in a PET scanner. We care about what happens in bars.?
