Amy Chavez: Why I Don't Buy Japan's Nuclear Restart

With the announcement that Prime Minister Yoshihiko Noda will likely approve the restart of two of Japan's nuclear reactors, I admit that I don't buy any of the reasons for doing so.

I've heard many excuses for the nuclear accident that happened as a result of the March 11, 2011 earthquake and tsunami in Japan, followed by reasons why we should return to nuclear power.

1. "We were unprepared for March 11."

Um, who is ever prepared for a natural disaster? Even the Boy Scouts would have had a hard time preparing for an earthquake, tsunami and nuclear accident happening at the same time. Besides, have you ever heard of a disaster that went extremely well because everyone was prepared? Hey, we had only 10,000 fatalities rather than 15,000 because we were so prepared! And 5,000 of those deaths were actually pets. And of those pets, most of them were goldfish. So overall, it was a very successful disaster! It's like being relieved that a small plane crashed killing only 50 people rather than a Boeing 747 that crashed killing 350. Who can quantify life?

2. Former Prime Minister Naoto Kan acknowledged there was "poor communication and coordination among nuclear regulators, Tokyo Electric Power Co. (TEPCO) and his government." In addition, he said they had uncovered "inadequate safety guidelines" that need to be overhauled.

How can we be sure that communications will improve or that an overhaul of safety guidelines will make us safer? Even a complete overhaul of the system does not eliminate human error. While we can try to prevent it, we cannot avoid it. There is no guarantee that the "authorities" or anyone else will do the right thing the next time around. Give people safe alternative energy, and all we'll need to worry about is a massive blackout rather than decades of nuclear contamination.

3. "Since nuclear power accounted for about 30 percent of Japan's total energy supply before the March 11 earthquake, the only way to avoid energy shortages this summer is to restart the reactors."

Fifty-four nuclear reactors to power just 30 percent! Wow, is it really worth it? Why are we so afraid of running out of electricity anyway? We have this dependency on electricity as if it were a drug. Makes you wonder what people would do if there was a food shortage. You don't need air conditioning, lights or TVs to survive. You do need food.

We have a problem distinguishing between wants and needs. Needs are food, clothing and shelter. Wants are iPods, Lady Gaga and nuclear energy. Honestly, we could all do with a good scolding from Mother Nature.

When I lived in Indonesia, rolling blackouts were the norm. You just get used to them. Most people had a generator as a backup. You soon realize that power outages aren't so bad. OMG -- we'll have to take a coffee break! You learn that inconvenience is actually sometimes "in convenience." And from my observations of the Japanese work place, I'd say most businesses would have higher worker productivity if they thought the electricity was going to go out for a spell.

To save energy, grocery stores, department stores and public transportation will continue to keep their air conditioners at minimum temperatures rather than freezing the heck out of their customers. People will come home and turn on the fan rather than the air conditioner. And maybe they'll discover they can sleep with the windows open rather than with the fan on. What's wrong with that? In the meantime, we can save energy for hospitals, factories and other facilities that rely on it.

Rather than turning on the air conditioner to deal with intense summer heat, we should tear up all the unnecessary concrete in this country and instead use materials that breathe and absorb the heat. Amid Japan's economic miracle, they removed trees, gardens and grass and replaced them with easy-to care for concrete sidewalks, plazas and parks (yes, pure concrete parks!), all of which reflect heat. Whereas houses used to be built to breathe and cool themselves, these days, they are made for air conditioning. We should be striving to live in a balance of nature and technology, not a separation of the two.

4. "Nuclear power is cheap."

Really? After the cost of Japan's nuclear disaster, I don't think anyone should be calling nuclear power cheap. Tepco is raising its rates to cover this previously "cheap" energy. At least with increased rates, people use less energy. But why not spend that extra money (that they are going to charge us anyway) on alternative energy?

Kansai Electric Power Co. has already made changes such as offering bigger discounts to corporate customers who operate on weekends instead of weekdays (shifting their usage to when electricity demand is lower). They plan on raising the electricity rates in the late afternoon, lowering them at night and adding incentives for households who save energy. This should have happened a long time ago. More options offer more opportunities for companies (many already on the brink) to be more efficient. And employees benefit too. Flex days? Bring 'em on! Electricity should be seen as a commodity.

I also propose that TEPCO lower the rates in winter, when people "need" energy most, and raise the rates in summer when people "want" it most.

5. "Moving away from nuclear power will take away from research and development in this area."

In addition, by continuing R&D on nuclear power, we take away from R&D in alternative energy. I'd like to see more development of not just thermal, wind and hydro power, but also tidal power. Japan's Seto Inland Sea, with over 250 inhabited islands, has some incredible power to be harnessed via a constantly rising and falling four-meter tide, and the resulting swift currents that flow back and forth through the islands and out into the Pacific Ocean.

Japanese writer Genichiro Takahashi, referring to now being the first time since 1966 that Japan has been without atomic power, said, "It is a good opportunity for us to think about what kind of world we should and want to create." And maybe it's time to learn how to appreciate something we don't have: nuclear power.

PITTSBURGH (AP) ? Imagine a tiny snake robot crawling through your body, helping a surgeon identify diseases and perform operations.

It's not science fiction. Scientists and doctors are using the creeping metallic tools to perform surgery on hearts, prostate cancer, and other diseased organs. The snakebots carry tiny cameras, scissors and forceps, and even more advanced sensors are in the works. For now, they're powered by tethers that humans control. But experts say the day is coming when some robots will roam the body on their own.

"It won't be very long before we have robots that are nanobots, meaning they will actually be inside the body without tethers," said Dr. Michael Argenziano, the Chief of Adult Cardiac Surgery at New York-Presbyterian Hospital and Columbia University Medical Center in New York.

Argenziano was involved with some of the first U.S. Food and Drug Administration clinical trials on robotic heart surgery more than 10 years ago. Now he says snake robots have become a commonly used tool that gives surgeons a whole new perspective.

"It's like the ability to have little hands inside the patients, as if the surgeon had been shrunken, and was working on the heart valve," he said.

But Argenziano and experts in robotics say the new creations work best when they're designed for very specific tasks. "The robot is a tool. It is no different in that sense than a scalpel. It's really a master-slave device," he said.

Howie Choset has been researching and building robots, particularly snake robots, at Pittsburgh's Carnegie Mellon University for years.

Choset believes that his snake robot and others like it help reduce medical costs by making complex surgeries faster and easier. Choset says his new design is smaller and more flexible than earlier models: The diameter of the head is less than the size of a dime.

The size of surgical robots allows surgeons to operate with far less damage to the body, helping the patient heal faster. For example, instead of opening the entire chest up during heart surgery, a small incision is made, and the robot crawls inside to the proper spot.

Dr. Ashutosh Tewari of Cornell University Medical Center has used robotic tools to perform thousands of prostate operations. He said the precision of the tiny robotic tool is vital not just to cutting out cancerous tumors, but to seeing exactly what nerves to leave intact.

Tewari said he's most excited about the potential for surgical robots to do things humans can't do. He said the variety of sensors available for surgical robots keeps expanding, even as they get smaller. He said they may one day be able to test chemicals or blood in the body, or even the electrical connections in nerves.

Choset has also built larger snake robots designed for search and rescue, or just exploration. They can climb poles or trees and then look around through a camera in the head, and slither through places humans can't reach.

"We sent our snake robots into these caves off the coast of the Red Sea to look for evidence of ancient Egyptian ships," he said. "To me archaeology is like search and rescue, but everyone's been dead for 5,000 years," reducing the pressure.

Another expert at Carnegie Mellon stresses that there's still an enormous gap between humans and even the most high-tech robots. Manuela Velosa noted that robots have been built that excel at one or two tasks ? but not at the variety of tasks humans perform without even thinking.

Velosa has been building robots that ask humans for help when they don't know what to do, as well as teams of robots that play soccer against each other. Sometimes, the robots surprise her.

During one soccer game against robots from another university, the Carnegie Mellon team scored on a particular play. That sent a positive signal to the robot's computers, which are designed to reward success and discourage failures in the game.

Her robots then tried the play again ? and scored again. It turned out they had discovered a programing flaw in the other team of robots, just like some sports teams find a flaw in their opponents.

In the second half Velosa's robot's kept using the same play, scoring every time, and thus reinforcing the tendency to try the play over and over. The robots crushed the other team.

"It was programmed by me, but it looked to me as if they learned," she said. "I believe we are much closer to having robots be able to coexist with humans. The beautiful thing is you see the robots learning."

PORTLAND, Ore. (AP) ? Isaac Lamb acknowledges that his five-minute, block-long choreographed build-up to a marriage proposal has upped the stakes for everyone who follows.

"Guys, I'm sorry," he said on NBC's "Today" show Tuesday. "That wasn't my intention."

The Portland-area thespian's creative proposal last week to girlfriend Amy Frankel featured about 60 people dancing on a small street near his parents' home. Video of the performance has gone viral, notching more than 6 million YouTube hits so far.

Lamb is pitching it as the world's first lip-synched proposal, and there don't appear to be any challengers.

The video begins with Lamb's brother putting headphones over Frankel's ears as she sits facing out the back of an SUV, her legs dangling over the rear bumper.

"This song tends to exemplify you and Isaac's relationship to me," the brother tells her, and there begins Bruno Mars' sugar-pop, up-tempo ballad "Marry You."

The car starts moving and two of the couple's friends roll into the frame, then a few more. It was nothing that seemed too out of the ordinary, Frankel told NBC's "Today." She and Lamb are actors and are used to elaborate stunts.

Frankel thought: "Oh, they're doing something with Isaac's family," she told the show. "There's seven of them. This is so sweet."

A second camera ? the one that gives the video its emotional heft ? is perched above Frankel's face, capturing her reaction. It shows her as she crosses her hands on her chest, shakes her head, giggles and swoons.

The proposal is elaborate but not expensive, choreographed but not constrained. In this city where the television show "Portlandia" suggested young people go to retire, most of the dancers in the video look like they fell off the bus from central casting headed for its set.

For all the pageantry, though, the proposal itself was pretty simple.

"You have already given me a lifetime of happiness," Lamb tells Frankel when the music stops. "Will you let me spend the rest of my life trying to give you the same? Will you marry me?"

She nods, and they kiss as a man in the background wearing a marching-band costume wipes away a tear.

Lamb's proposal is not the first wedding-themed video to go viral. Jill and Kevin's wedding entrance dance from 2009 set the standard for matrimonial cool and ? at 75 million online views ? spawned countless imitators.

The song Lamb picked, on its face, sounds ideal ? "Marry You" is a kind of proposal. Except its lyrics say: "It's a beautiful night. We're looking for something dumb to do." And they round out with: "Who cares if we're trashed, got a pocket full of cash we can blow. Shots of Patron, and it's on."

Asked on "Today" about her favorite moment of the dance routine, Frankel said it was when she first saw Lamb appear on the street.

"When they all parted, and there was Isaac," she said. "That was the first time I think I took a breath."

Nats handle Braves, extend NL East lead

ATLANTA (AP) - Davey Johnson was frustrated Ross Detwiler wasn't attacking Atlanta's hitters when given a four-run lead in the first inning.

Now the Washington Nationals manager has to decide if Detwiler will keep his spot in the rotation or it will be time to give Chien-Ming Wang a chance.

Rick Ankiel hit a two-run triple in Washington's four-run first inning, Ryan Zimmerman padded the lead with a three-run double in the seventh and the first-place Nationals beat the slumping Atlanta Braves 7-4 on Friday night.

Wang (1-0) won in his season debut. He gave up one run in three innings after taking over for Detwiler, who gave up three runs, five hits and four walks in 4 1-3 innings.

"I was a little disappointed in Detwiler that he didn't take charge and go after them," Johnson said.

Asked if Detwiler's inability to last five innings and Wang's strong showing could lead to consider a change in the rotation, Johnson said "Yes and no."

Johnson said he doesn't make those decisions "in the heat of the moment."

Johnson said Detwiler "has been outstanding all year long." He said the decision to take Detwiler out of the game with one out in the fifth "was especially difficult for me."

The Nationals moved two games ahead of Atlanta in the NL East.

After the game, Braves manager Fredi Gonzalez said Chipper Jones will be placed on the 15-day disabled list with a bruised left leg.

Gonzalez said the team has to make the move because it needs the roster spot to call up a catcher. Backup catcher David Ross left the game in the second inning with a right groin strain. Gonzalez said Ross has had the injury before and will not need to be placed on the disabled list.

Regular starter Brian McCann, who missed his fourth straight game with flu-like symptoms, took over for Ross.

Jones missed his seventh straight start with swelling and discoloration in his left foot, ankle and calf. He was hit by a grounder May 18 at Tampa Bay.

"It's not getting better and we're starting to play a little short- handed," Gonzalez said, adding he has been told Jones will need the full two weeks before he can play.

Jones walked in one pinch-hit appearance on Wednesday in Cincinnati.

Detwiler threw 100 pitches while giving up three runs. He said Wang's return from the disabled list did not add pressure to his start.

"There's no pressure on me," Detwiler said. "I have to go out there and do my job. There's no added pressure."

Detwiler said his problem was his command of his pitches but he said they were close to the strike zone.

"It wasn't terrible," he said. "It's an easy fix."

Ian Desmond had a two-run single in the Nationals' first inning. The Braves cut the lead to 4-3 before Zimmerman's bases-loaded double off Tim Hudson in the seventh.

Jason Heyward homered in the eighth, Martin Prado had two doubles and a triple and Matt Diaz drove in three runs with two hits for the Braves. Atlanta has lost five straight, its longest streak of the season.

"I just didn't hold up my end of the bargain," Hudson said. "We should have won the ball game. Four runs, we should win."

Tyler Clippard pitched a perfect ninth with two strikeouts for his second save.

Wang entered the game after Prado doubled and Detwiler walked Dan Uggla with one out. Wang gave up a two-run double to Diaz, who was thrown out going for a triple.

Wang allowed three hits and one run, Heyward's homer, in three innings.

A left hamstring injury in spring training kept Wang out this season before he came off the disabled list on Tuesday.

The Nationals took a 4-0 lead off Hudson (3-2) in the first. Desmond's bouncing single up the middle drove in Bryce Harper, who singled, and Zimmerman, who doubled. Hudson hit Danny Espinosa with a pitch before giving up Ankiel's two-run triple to left-center.

Hudson recovered with five scoreless innings. He retired the first two batters in the seventh before walking Wang, giving up a double to Steve Lombardozzi and a walk to Harper. Zimmerman's three-run double to center field gave the Nationals a 7-3 lead and knocked Hudson out of the game.

Hudson gave up a season-high seven earned runs, eight hits and two walks in 6 2-3 innings. The four runs he allowed in the first inning topped the three he gave up in his previous three starts.
